I have photoshop CS2 right now. Just wondering if its nessasary to buy CS3?

No.
There are some new features, but unless you feel the new features would really help you, I would say no. Hell, I think for what I use PS for, pre-CS would probably suffice for me.

CS4 is already on the way... but apprently it's dubbed for CS4 64bit and not 32bit

It depends what you use it for.
My art director is learning some of the new features and is finding them to be quite useful. If you're not exactly on the cutting edge though then it's not going to make a huge difference in your life.

i wouldnt imagine it would
Imageready can do simple animated gifs but for full on animation you would need 3d studio max or maya
