I heard bout a program called pixelpuser or sum such that enables one to run any game at it's max settings. It does not sound like an overcloking program.
Do anyone has any knowledge bout this? I mean software cannot run hardware past it's limits. Smells a bit fishy to me.

Well, it might enable max settings, and it might let you actually run the game. But there is no way that you will get any sort of decent framerate out of a game if your hardware is not up to the task.
